Britain’s Healey Delivers 100-Pound Energy Payment in First Budget as Fiscal Buffer Falls to 15 Billion Pounds

Chancellor John Healey's first budget gives about 20 million British households a 100-pound energy payment and extends electricity and fuel relief, while the Office for Budget Responsibility cuts 2027 growth to 1.0 percent and puts fiscal headroom at 15 billion pounds.

Britain’s Chancellor of the Exchequer, John Healey, delivered his first budget on Wednesday, pairing a 100-pound energy payment for about 20 million households with a smaller fiscal cushion and a weaker growth outlook for next year.

The payment will go to homes in council tax bands A to D and will be paid directly into bank accounts, at a cost of 2.6 billion pounds, according to BigGo Finance. The Treasury had not yet confirmed the payment timing or whether households must apply, BigGo Finance reported.

Healey also extended a temporary VAT exemption on household electricity bills through July 2027 and kept fuel duty frozen. The electricity VAT relief, introduced on October 1, is expected to lower the annual price cap by about 50 pounds from what it would otherwise have been, BigGo Finance reported. Gas standing charges will be scrapped in 2027, a change forecast to save 60 percent of gas account holders an average of 45 pounds a year, with heavier users possibly paying more as costs shift into unit rates.

Fiscal buffer falls to 15 billion pounds

The Office for Budget Responsibility, the government’s independent fiscal watchdog, said Healey will have 15 billion pounds of headroom against his main fiscal rule in 2029-30, down from 23.6 billion pounds in March, Portfolio Adviser reported. Reuters reported the same figure, noting it matched a Reuters poll of bond dealers earlier in October. The buffer is expected to rise to 22 billion pounds in 2030-31.

“That’s what a buffer is for. Use it when you need it. Rebuild it when you can,” Healey told Parliament, according to Portfolio Adviser. He said the government remains on track to eliminate the current budget deficit within three years, Reuters reported.

Healey attributed the smaller buffer to conflict in the Middle East pushing up government borrowing across the Group of Seven countries, Portfolio Adviser reported. Debt interest alone will absorb more than 14 billion pounds this financial year, BigGo Finance reported, and total government debt has passed 3 trillion pounds for the first time.

Growth cut and inflation raised

The Office for Budget Responsibility cut its 2027 growth forecast to 1.0 percent from 1.6 percent, while keeping 2026 growth at 1.2 percent, slightly above its March estimate of 1.1 percent, BigGo Finance reported. The watchdog raised its 2027 average inflation forecast to 3.4 percent, with inflation expected to peak at 3.75 percent in early 2027, then ease to 2.1 percent in 2028 and 2029 and return to the 2 percent target in 2030. Inflation already stood at 3.5 percent in September, the highest reading in nearly a year.

Government borrowing is forecast at 4.2 percent of gross domestic product by the end of 2026, falling to 3.4 percent next year and 1.8 percent from 2030 to 2032, Portfolio Adviser reported. Debt is put at 83.2 percent of gross domestic product this year, rising to 83.8 percent in 2028-29 before falling to 81.7 percent in 2032.

To help pay for the package, Healey raised the bank surcharge by 3 percentage points on top of the 25 percent standard corporation tax rate, raised Machine Games Duty on higher-stakes gambling machines to 25 percent from 20 percent, and tightened VAT collection rules for online marketplaces, BigGo Finance reported. The cash ISA allowance will stay at 20,000 pounds.

Other measures include a 3.9 percent rise in the National Living Wage and National Minimum Wage, to 13.20 pounds an hour from 12.71 pounds, expanded business-rate relief that brings 74,000 additional businesses into the zero-rates category, and a scheme to cut electricity bills by 25 percent for 10,000 firms, BigGo Finance reported. Tariffs will be suspended on more than 100 supermarket products.

Market reaction was muted. The 10-year gilt yield fell 2 basis points to 5.323 percent, the FTSE 100 added 0.1 percent, and sterling slipped 0.1 percent to 1.3298 dollars, BigGo Finance reported. Rory McPherson, chief market strategist at Wren Sterling, called it “a reassuringly dull budget from a market perspective,” noting there were no major surprises.
